Commercial Document Legalisation in Singapore

Chamber stamp, SAL, then the embassy

Your buyer’s customs office or bank wants the invoice legalised before the goods can clear. We arrange commercial invoice legalisation in Singapore and certificate of origin legalisation, from the chamber stamp to the embassy seal.

Trade papers do not go to a notary first like personal ones. They start at a Singapore chamber of commerce, and we fit them in with the rest of our document legalisation for Singapore businesses.

Can a Singapore commercial invoice be legalised for use abroad?

Yes, once a Singapore chamber has endorsed it.

SAL only accepts invoices, certificates of origin and similar trade papers after one of six listed chambers of commerce has stamped or digitally endorsed them. The embassy stage, if any, follows SAL.

Why buyers ask

Shipments And Deals That Call For Trade Document Attestation

Export document legalisation is normally requested by someone at the receiving end who needs proof that the paper came from a real Singapore exporter. Our corporate document legalisation covers the company papers that sometimes travel with it.

01

Import clearance

Customs in some Gulf, Middle East and African ports will not release goods without a legalised invoice.

02

Letter of credit

The L/C terms may name a legalised certificate of origin as a document the bank must see before paying.

03

Buyer’s request

A foreign buyer may ask for legalised papers to support their own import permit or duty claim.

04

Government tenders with trade documents

Public tenders abroad often ask suppliers for legalised invoices or origin papers with the bid.

05

Product registration

Food, medical and cosmetic registrations abroad may need a legalised certificate of origin or free sale paper.

06

Agency agreements

A local distributor abroad may need legalised invoices to register as your agent.

07

Duty disputes

When customs queries the origin or value of goods, a legalised COO or invoice helps settle it.

08

Re-exports

Goods re-exported from Singapore may need a re-export COO from the chamber before legalisation.

Who certifies what

Singapore Chambers Behind Certificate Of Origin Legalisation

Every certificate of origin legalisation starts with the right chamber stamp, because SAL only accepts trade papers endorsed by SCCI, SCCCI, SICCI, SICC, SMCCI or SMF. A stamp from any other body will not get past the SAL counter.

Document formFirst stepWhat to know
SCCCI eCO or pink-form certificate of originChamber firstSCCCI issues ordinary COOs through the eTrade eCO system and also attests invoices and packing lists.
SICCI digitally endorsed invoice or packing listChamber firstSICCI endorses invoices, packing lists and health certificates, which SAL can then check by QR code or stamp.
SICC, SCCI, SMCCI or SMF endorsementChamber firstEach of these chambers can endorse trade papers in a form SAL accepts for legalisation.
Invoice already stamped by a listed chamberStraight to SALIf the chamber stamp or verifiable QR code is on every page, we go straight to SAL.
Company letter or declaration with no chamber stampOur partner Notary Public firstWhere a chamber will not endorse it, we check whether the notarised route is accepted for your destination.
FTA preferential COO (Form D, E, RCEP)Often not neededMany ASEAN and FTA partners accept these without legalisation, so we check before you pay for any step.

By destination

Export Document Legalisation Rules At The Receiving End

Each country closes the export document legalisation chain at a different desk, and some destinations need no legalisation at all for trade papers. Pick the country for its full guide.

UAEEmbassy

Many importers also need MOFA invoice attestation inside the UAE.

QatarEmbassy

Importer presents the legalised papers to Qatari customs.

KuwaitEmbassy

Kuwaiti customs or MOFA may check the embassy stamp.

MalaysiaEmbassy

Often only needed for tenders; Form D usually goes unlegalised.

EgyptEmbassy

Importer may need further stamping at Egypt’s foreign ministry.

ThailandEmbassy until 27 Feb 2027

Mostly for tenders and registrations, not routine customs clearance.

TaiwanEmbassy

Taipei Representative Office stamp, then used for registration or tenders.

ChinaApostille

Chinese customs rarely ask; buyers or tender boards sometimes do.

IndiaApostille

Usually for tenders or disputes, not routine import clearance.

VietnamApostille

Customs papers may fall outside the apostille; we confirm first.

From scan to stamped

Taking A Commercial Invoice Through Legalisation, Stage By Stage

Commercial invoice legalisation follows the chamber, SAL and embassy order, and no stage can be skipped. For the embassy part alone, see our embassy legalisation service.

  1. 1

    Paper check

We compare the invoice, COO and packing list so that names, quantities and values match before anything is stamped.

  2. 2

    Chamber endorsement

The papers are endorsed by a Singapore chamber that SAL recognises, or we confirm your existing stamp is accepted.

  3. 3

    SAL legalisation

We lodge each endorsed paper with SAL, which adds its certificate on every page set it legalises.

  4. 4

    Embassy stamp

For embassy countries, we lodge the papers with the mission in Singapore and pay its fee at cost.

  5. 5

    Back to you

We courier the legalised set to you, your forwarder or the bank presenting the L/C documents.

Originals and copies

Original Or Copy For Trade Document Attestation?

Trade document attestation is usually done on the signed originals, since banks and customs want the same set they will see at the port. A chamber can also attest a true copy when the original is already with the buyer.

Legalising the signed original

  • The chamber stamps the original invoice or COO set
  • SAL legalises the same pages
  • Best for L/C presentation and customs clearance

Legalising a chamber-attested copy

  • Useful when the original has already shipped with the goods
  • The chamber needs to see the original next to the copy
  • Some banks will not accept copies under an L/C
One COO per invoice

Some embassies, including the UAE, have refused a certificate of origin that covers several invoices, so we match one COO to one invoice where needed.

Arabic or other translation

If customs abroad wants the invoice in its own language, our certified translation for legalisation is placed at the right point in the chain.

Supporting company papers

Agency or tender files often also need a legalised certificate of incorporation or board letter, which we can run in the same batch.

What it costs

Certificate Of Origin And Invoice Legalisation Prices

Invoice and certificate of origin legalisation is priced per document, so two papers for one shipment mean two SAL fees. The chamber and embassy charges are passed on at cost.

Chamber of commerce endorsementAt cost, quoted
Embassy legalisation (embassy countries)At cost, quoted

For regular shipments to the same port, we quote the full route once and bill each consignment the same way.

Planning around the vessel

Fitting Commercial Document Legalisation Into Your Shipping Dates

Trade document legalisation has to be finished before the bank deadline or the goods reach port, so we plan back from that date. Starting while the cargo is still being packed is the safest approach.

Chamber endorsementSame day to 1 working day
SAL legalisation1–2 working days
Embassy stampVaries by mission
Courier back1 day in Singapore

When the vessel date is close, our urgent document legalisation option books the earliest SAL and embassy slots we can get.

Before we start

Papers To Send For Commercial Invoice Attestation

Commercial invoice attestation goes faster when the full shipment file is with us from day one. Scans are enough for the route check.

  • The commercial invoice, signed and on company letterhead
  • The certificate of origin, or the details to apply for one
  • The packing list and bill of lading or air waybill, if available
  • The destination country and port
  • Your L/C clause or the buyer’s written request
  • Your bank or shipping deadline
Figures changed after stamping?

A corrected invoice needs a new chamber endorsement and a new SAL step, so send us the final version before anything is lodged.

Exporter based outside Singapore?

Only papers from a Singapore exporter and a Singapore chamber can be legalised here; goods shipped from elsewhere need the origin country’s route.

Avoid a held shipment

Errors That Hold Up Certificate Of Origin Legalisation

Certificate of origin legalisation is most often stopped by small paperwork gaps rather than by the embassy itself. Exporters mention these checks in their client reviews.

Common slip
How we prevent it
✕ Going to a notary first
✓ We send trade papers to a listed chamber first, because SAL does not accept invoices without chamber endorsement.
✕ Values that differ between papers
✓ We match the invoice, COO and packing list line by line before the chamber sees them.
✕ One COO for several invoices
✓ We split the COO per invoice where the embassy asks for it.
✕ Starting after the vessel sails
✓ We plan back from your L/C or arrival date so the stamps are ready in time.

FAQ

Commercial Invoice Legalisation: Questions Exporters Ask

Questions exporters ask while a shipment is waiting on invoice and COO legalisation. Send yours with a scan and we reply with the route.

Must we hand over the original commercial invoice, or can you start from a scan?

A scan is enough for the route check. The chamber then needs the signed original or its own eCO, and the legalised set comes back to you, your forwarder or your bank.

How much does it cost to legalise a commercial invoice and certificate of origin for Kuwait?

SAL charges S$200 per document, so the pair comes to S$400. The chamber and Kuwait embassy fees are added at cost, and any translation is quoted per page.

When should we send the commercial invoice for legalisation, given our sailing date?

Send it as soon as the figures are final, ideally while the cargo is still being packed. The chamber and SAL usually need a few working days between them, and the embassy stage varies by mission.

Can the invoice legalisation run while our export team is overseas?

Yes. No one signs before a notary for trade papers, so we work from scans and your signed originals sent by courier. The finished set can go straight to your bank or forwarder.

Is a Form D or RCEP certificate of origin ever legalised?

Usually not, because many ASEAN and FTA partners accept these without any stamps. We check the buyer's request or L/C first, so you only pay for steps the destination asks for.

Does a pro forma invoice go through the same legalisation as the final commercial invoice?

It follows the same chamber, SAL and embassy order if a listed chamber endorses it. Some offices only accept the final invoice, so we check with the buyer or tender board first.

Should the certificate of origin be legalised again for every shipment?

Yes, each consignment has its own papers, so each set is legalised separately. For regular shipments to the same port, we quote the route once and bill each one the same way.

Can a health or fumigation certificate travel through legalisation with the invoice?

Yes, it can go in the same batch once a listed chamber such as SICCI has endorsed it. It is legalised as a separate document, so SAL charges S$200 for it on its own.
